Thomas Joseph Povey was educated at Boston Grammar School (c1923-c1928). He came to the school from St Mary's Roman Catholic School, Boston and was the first catholic to be awarded a scholarship. He had to leave after the fifth form to find a job to help provide for his parents and family. He served in the Royal Air Force in the Second World War, posted to East Africa and the Middle East as a service technician. He joined solicitors Millington Simpson and Giles with offices in Wide Bargate and became a Legal Executive until he retired due to ill health around 1973.

Povey was President of The Old Bostonian Association (1973-1975) having been on the committee of the association since c1949.

He was awarded an MBE in the New Year Honours List of 1963. The award was for political services.
